Web Developer delivers discovery document to client.
Client completes discovery document and returns it to Web Developer.
Web Developer creates a technical requirements document and delivers it to the Client.
Client signs off approval of the technical requirements document and returns it to the Web Developer.
Web Developer creates a site map and delivers it to the Client.
Client signs off approval of the site map and returns it to the Web Developer.
Web Developer creates a cost bid and delivers it to the Client.
Client looks over bid (prolly attempts to negotiate with Web Developer) and meets with Web Developer to sign off approval of cost bid.
Web Developer provides contract to Client.
Client signs contract and returns to Web Developer.

Web Developer puts final payment installment from Client in bank and waits to confirm that check is good.
